Ideal Download And Upload Speeds For Gaming

I have a roommate who loves to download (streaming, direct downloads) everyday while I play online games. My current connection is 7Mbps/1up and I get lag. What would be a good connection to support downloading while gaming online?
My ISP is Teksavvy and I am on DSL with a FTTN service. My connection is made with 2 access points in bridged mode (directly to the router) so I should get pretty damn good consistency.
I'm hesitant on upgrading to a plan with 10Mbps upload speed because it requires me to buy a $120 modem. So the preferred option would be to just increase download speed (unless I really have to upgrade upload speed).

Whenever I hear people bring up connection, Upload speed is becoming more prevalent in what is discussed. Obviously upload speed would be sending the packets themselves, but people have always said D/U never mattered more than ping.

My speeds are around 6 down, .5-.6 up, and 12 ping to a town 25-30 miles away.

I am honestly wondering this because playing with my friend (where my ping to him is 100) I start missing easy kills because bullets don't connect even though my ping is fine.

Same for hosing lobbies. My internet turns shit when I host lobbies.

Is this a byproduct of low upload and should I talk to my ISP? They pretty much scammed me out of my upload when they gave us our 'given speeds'.
